Giving someone access to your calendar is an additional layer of complexity that's not necessary. If Outlook could add the functionality to simply swap out the organiser it would be a quick and user friendly fix The only sane workaround is for the organiser to delegate calendar authority.
A feature to allow redesignating the organiser would allow all sorts of mischief in important meetings, which is probably why it has not been added. We all saw what happened with Zoom meetings, which is why many organisations now use Microsoft Teams.

We have multiple, unrelated users on Exchange and Outlook who are, in fact, the organizers of meetings, and now they are unable to send a cancelation request to all attendees.
It appears on the organizers' calendars as it does on their attendees' calendars. Let's use John Doe, johndoe domain. John Doe creates a meeting. When he is unable to cancel the meeting, details of the meeting show 'Meeting was sent by John Doe Display name on behalf of johndoe domain. I'm thinking this has a lot to do with the issue.

Outlook synched up with Exchange Server shortly afterwards and removed the appointment from it. This is obviously not a solution, but a workaround in the interim.
